Chairman of the Management Board and Co-Founder of the Instrat Foundation. Expert in public policy, energy and climate policy, energy market modelling, energy and mining, and open data. He is a co-author of studies and strategic documents regarding the just transition in coal regions, data governance policy, and public finance and the tax-contribution system.
He studied at the Warsaw School of Economics (Finance and Accounting), the University of Cologne in Germany, and the University of St. Gallen in Switzerland (Economics). A graduate of the Executive Master in Public Administration (EMPA) programme at the London School of Economics and Political Science (LSE).
Since November 2023, affiliated as a Visiting Senior Fellow at the London School of Economics and Political Science (LSE) as part of the Just Transition Finance Lab, an initiative of the Grantham Research Institute on Climate Change and the Environment.
