A manager with over 25 years of professional experience. Possesses extensive experience in managing investment processes and acquiring EU funds. From 2007 to 2024, a local government official in the Capital City of Warsaw – from 2011 to 2024, he held the position of Deputy President of the Capital City of Warsaw. He has experience in commercial law companies – from 2012 to 2017, Chairman of the Supervisory Board of Metro Warszawskie, and since 2017, of TBS Warszawa Południe, a member of the Supervisory Board of Pałac Saski (since 2022) and PL 2012+ (2014-2016). He passed the state examination for Candidates for Supervisory Board Members in State Treasury Companies.
As Deputy President, he was responsible inter alia for development planning, metropolitan cooperation, the investment programme, the acquisition of European funds, architecture, spatial planning, road infrastructure and traffic management.
Throughout his professional career, he has successfully coordinated a number of major investment projects, particularly in the fields of infrastructure and climate change adaptation, including: the construction of the second metro line and the expansion of the tram network, the replacement of public transport fleets with low-emission vehicles, the Targowa Creativity Centre, the Smolna Entrepreneurship Centre, spatial transformations within the New Centre of Warsaw, and the regeneration of the Vistula riverbanks (including the Vistula Boulevards, cycle and running routes, beaches and flood defences). Responsible for the preparation and coordination of a range of comprehensive transformation programmes – the Integrated Revitalisation Programme for the Capital City of Warsaw 2012–2022, the housing construction programme, the supra-local strategy for the Warsaw Metropolis 2027+, the #Warszawa2030 strategy, the Warsaw Local Centres programme, the New Centre of Warsaw programme, and the draft Study of Conditions and Directions of Spatial Development for the Capital City of Warsaw. Co-author of a number of initiatives in the field of climate change adaptation, including, amongst others, an action programme to reduce particulate matter emissions into the atmosphere, a clean transport zone, the development of low-emission urban transport, a programme for the selective collection of municipal waste, and the reduction of waste generated within the municipal waste management system.
In 2017 and 2024, elected by the General Assembly as President of the Management Board of the Warsaw Metropolitan Association, which brings together local governments in the Warsaw Capital Region and plays a leading role in implementing European Union funds for the Warsaw Metropolis.
In the years 1997-2007, an employee of public administration – Office of the Committee for European Integration, Ministry of Economy and Labour, Ministry of Regional Development.
He is a graduate of the University of Warsaw (Faculty of Journalism and Political Science). An academic lecturer and author of publications on EU funds and project management. From 2001 to 2015, he worked at, among others, the University of Warsaw, Adam Mickiewicz University in Poznań, Catholic University of Lublin, and the Academy of Humanities in Pułtusk. Expert for the Government of the Republic of Poland within the framework of cooperation financed by EU funds on projects strengthening the potential of local and regional administration in Ukraine, Bulgaria, and Romania.
Awarded the Gold Cross of Merit by the President of the Republic of Poland (2015) and the Certificate of Honour for Merits in Local Government by the Minister of Administration and Digitisation (2015).
