Biography

Wojciech Wrochna is a lawyer and energy expert.

He specializes in energy law, European law, and European economic law, with particular emphasis on competition and regulation, including state aid and regulatory matters, as well as investments and transactions between entities operating on regulated markets.

He studied at the Faculty of Law and Administration of the University of Silesia, where he also completed his doctoral studies. He holds a diploma with a specialization in International, European, and Comparative Law from the Robert Schuman University in Strasbourg and also completed an LL.M. in European Litigation at the International University Institute in Luxembourg.

For almost 15 years, he has been advising on investment projects in energy generation, including renewable energy and nuclear power, as well as the use of hydrogen in energy and transport. He provides legal support for strategic energy projects in Poland, including gas, grid, and other critical infrastructure projects, as well as the construction of industrial installations and greenfield factories. He has been involved in most of Poland's key energy projects.

He has experience in European institutions and government agencies. He is an academic lecturer, author of articles on EU and energy law, and co-author of a commentary on the Treaty establishing the European Community and Energy Law.

From November 12, 2024, he was appointed Government Plenipotentiary for Strategic Energy Infrastructure and Secretary of State in the Ministry of Industry.
