A manager with over 25 years of professional experience, he has extensive experience in managing investment processes and obtaining EU funds. From 2007 to 2024, he was a local government official in the Capital City of Warsaw, and from 2011 to 2024, he served as Deputy Mayor of the Capital City of Warsaw. He has experience in commercial law companies, serving as Chairman of the Supervisory Board of Metro Warszawskie from 2012 to 2017, and of TBS Warszawa Południe from 2017, and as a member of the Supervisory Board of Pałac Saski (from 2022) and PL 2012+ (2014-2016). He passed the state examination for candidates for Supervisory Board Members in State Treasury Companies.
As Deputy Mayor, he was responsible for, among other things, development planning, metropolitan cooperation, the investment program, obtaining European funds, architecture, spatial planning, road infrastructure, and traffic management.
During his career, he successfully coordinated a number of large investment projects, particularly in the areas of infrastructure and adaptation to climate change, including: the construction of Metro Line II and the expansion of the tram network, the replacement of public transport with low-emission vehicles, the Targowa Creativity Center, the Smolna Entrepreneurship Center, spatial transformations within the New Center of Warsaw, and the revitalization of the Vistula River banks (including the Vistula Boulevards, bicycle and running routes, beaches, and flood protection). He was responsible for the preparation and coordination of a number of comprehensive transformation programs – the Integrated Revitalization Program of the Capital City of Warsaw. Warsaw 2012-2022, housing construction program, supra-local strategy for the Warsaw Metropolitan Area 2027+, #Warsaw2030 strategy, Warsaw Local Centers program, New Center of Warsaw program, and the Study of Conditions and Directions of Spatial Development of the Capital City of Warsaw project. Co-author of a number of initiatives in the field of adaptation to climate change, including an action program to reduce suspended particulate matter emissions into the atmosphere, a clean transport zone, the development of low-emission urban transport, a program for selective municipal waste collection, and the reduction of waste generated in the municipal management system.
In 2017 and in 2024, elected by the General Assembly as President of the Management Board of the Warsaw Metropolis Association, which brings together local governments of the Warsaw Capital Region and plays a leading role in the implementation of European funds for the Warsaw Metropolitan Area.
In the years 1997-2007, he was an employee of the state administration – Office of the Committee for European Integration, Ministry of Economy and Labour, Ministry of Regional Development.
He is a graduate of the University of Warsaw (Faculty of Journalism and Political Science). He is a lecturer and author of publications on EU funding and project management. From 2001 to 2015, he worked at the University of Warsaw, Adam Mickiewicz University in Poznań, the Catholic University of Lublin, and the Academy of Humanities in Pułtusk, among others. He is an expert of the Polish Government within the framework of EU-funded cooperation on projects strengthening the capacity of local and regional administration in Ukraine, Bulgaria, and Romania.
Awarded with the Gold Cross of Merit by the President of the Republic of Poland (2015) and the Honorary Badge for Merit to Local Government by the Minister of Administration and Digitization (2015).
