Chairman of the Board and Co-Founder of the Instrat Foundation. An expert in public policy, energy and climate policy, energy market modeling, energy and mining, and open data. He is the co-author of studies and strategic documents on just transition in coal regions, data management policy, public finance, and the tax and contribution system.
He studied at the Warsaw School of Economics (Finance and Accounting), the University of Cologne in Germany, and the University of St. Gallen in Switzerland (Economics). He is a graduate of the Executive Master in Public Administration (EMPA) program at the London School of Economics and Political Science (LSE).
From November 2023, affiliated as a Visiting Senior Fellow at the London School of Economics and Political Science (LSE) as part of the Just Transition Finance Lab, an initiative of the Grantham Research Institute on Climate Change and the Environment
