Olevs Nikers is the president and co-founder of the Baltic Security Foundation, a Senior Fellow at the Jamestown Foundation (USA), and a former advisor to the Minister of Defense of the Republic of Latvia. From 2001 to 2019, Nikers served as a chief expert at the Latvian Ministry of Defense.
Mr. Nikers led the Baltic Security Strategy Project (2017-2019), supported by the Baltic American Freedom Foundation and The Jamestown Foundation, and the Baltic Sea Security Initiative (2019-2021). He has authored, co-authored, and edited numerous publications on regional security and international relations. Mr. Nikers holds a degree in international relations from The Bush School of Government and Public Service, Texas A&M University. In 2023, he was awarded a Fulbright Scholarship at the Institute for National Strategic Studies at the National Defense University in the USA. As a doctoral candidate at Stradiņš University in Riga, Mr. Nikers studies regional security policy, transatlantic security, and bureaucratic politics.
