Tomasz Drzał is a lawyer, a graduate of the Faculty of Law at the University of Warsaw and the School of American Law at Levin College of Law. He also completed postgraduate tax studies at the Warsaw School of Economics. An expert, he has been involved in renewable energy since 2007. He is a member of the management board of Mazowieckie Elektrownie Wiatrowe i Wodne.
Advisor to the Management Board of Neo Energy Group. Author of numerous expert opinions on distributed energy and the operation of energy clusters, including for the Zgorzelec Cluster for the Development of Renewable Energy Sources and Energy Efficiency, clusters within the Płock Region Municipalities Association, the Copper Basin Energy Cluster, the Łęczna Energy Cluster, and the Jelenia Góra Renewable Energy Sources Cluster. Co-author of the transformation strategy for Lower Silesia and Zgorzelec County (including Bogatynia and Turów). Member of the Expert Panel appointed by the Turoszów Region Transformation Committee.
As part of the National Chamber of Energy Clusters, Tomasz Drzał consulted for the Ministry of Climate on the draft amendment to the Act on Renewable Energy Sources, regarding the provisions regulating the functioning of energy clusters.
He participated in the work of the "Just Transition" and "Eco-Transport" Expert Groups, as part of the Team for the Development of Industry and Renewable Energy Sources and Benefits for the Polish Economy, established by the Ministry of Climate. In 2024, he participated in meetings of the Team for Deregulation and Economic Dialogue at the Ministry of Development and Technology
Tomasz Drzał is the founder and board member of the SmartGmina Foundation for the Promotion and Development of Polish Municipalities, which cooperates with local governments to develop distributed energy, energy clusters and cooperatives.
